The ZLM Tour makes a comeback after a year away with new dates, seeking to take advantage of a more favourable week —the first week of September, with only La Vuelta and the Tour of Britain as competition— and “preparation for the World and European Championships”, in the organisation's words. In 2024 and previous editions —the race having been affected by COVID and other setbacks— it was held in June.
The race opens with a potentially decisive stage for the general classification: a 21-kilometre time trial on flat, open roads in Zeeland, close to the sea in the country's southwest; the entire week-long route stays in the southern Netherlands.
